The Pocahontas County Commission Tuesday morning appointed Scott Millican, a realtor who lives near Snowshoe, to replace former chairman Calvin Hill on the board of the Public Service District. Hill resigned in July, citing concerns over the Slaty Fork sewer project.

Commissioners said this vacancy is not easy to fill.

"You really have a hard time getting people to serve," said Commissioner James Carpenter.

Sam Gibson, of Slaty Fork, was also interested, Commissioners said. However, Carpenter said he would not vote for anyone who works for Snowshoe, as Gibson does part-time, because there would be a conflict of interest, or at least a perceived conflict. Commissioner Reta Griffith said the Snowshoe paycheck would likely tie the board member's hands on sewer-project related votes.

Millican's term will expire in June of 2012.
